Electric consumption was also considered, since industry uses almost 60% of the energy generated in the country, and less than 90% of the 29 million customers have contracts in domestic rates.

Because of this fact, actions addressed to these two sectors should be dimensioned in accordance with the dimension of national needs.

As a consequence of these activities, FIDE's  General Director, with the commitment of its governing organisms, the Directive, Consultative and Technical Committees, establish the goal of achieving, in respect to the results obtained up to 2006, a growth of 2.5 to 5 times, in order to reach in 2012 electricity savings  in the country  between 31,011 and 59,818 Gwh.
